No, tortured souls are basically souls that are unable to move on to the "next" world.They are tied to this world because they have some kind of "unfinished business" in this world.Perhaps they were murdered,and seek any case they have some other reason that disables them from moving on.

Tortured souls are those people who have not been able to find any peace in their lives, it does not mean they have necessarily done something wrong.
