UPS and the USPS accept cremated remains for shipment. The USPS requires that the mail be registered and UPS has guidelines as well that you can check at its website. The remains must be safely sealed and properly packaged. Check in with either carrier for more details. You should have no problems fulfilling your brother's requrest.

Your state usually has a cremation agency that can answer this, however the US Post Office has very specific and easy to follow rules, which are google-able. Your funeral or cremation director will be very happy to do this for you, or guide you in your loss. Let them help.

Using the United States Postal service would be the most reliable option. You'll need to label the package as cremated human remains as well as the your brother's address, and you will need to send it as registered mail.
