In addition to a college degree in civil engineering, most states require an additional licensing procedure, though the procedure isn't the same in all states.

I understand a person needs a college degree in civil engineering to qualify as such. Most companies hiring civil engineers require the degree.

Civil Engineers are licensed by the state. In order to sit for the licensing exam, the candidate must complete the required curriculum of a Bachelor's or Master's degree in the field. Transcripts are submitted to the licensing board to prove successful completion of the requirements. The licensing requires regular continuing education and updates.
