Nurses must pass educational training through a 2 year course or with a 4 year Batchelor of Science degree. Then they are required to pass state nursing boards to practice.
The qualifications vary from state to state within the USA, and from country to country. Generally, a nurse will have advanced training, and will have passed a certification test.
