Most content that goes up on the internet is based on HTML or Hyper Text Markup Language. Much of it is also based on CCS, or Cascading Tile Sheets. Mastering all these languages can be difficult so Microsoft has developed some tools that allow their users to alter both HTML and CCS easily. These are called Powertools.

The Power Tools for Microsoft are basically widgets which permit shortcuts and make little things that need to be done regularly easier to execute, eg pressing Alt+Tab to navigate between windows.

Microsoft PowerTools are a set of applications microsoft has released to enhcance feature already built in or missing from windows. They include a better calculator, better CD/DVD burner, better photo software and various other similar tools for the average home user to use. All of them are available for free download from microsoft.

Are you sure you don't mean PowerToys? They are a suite of add-ons to Windows XP that enhance the operating system's UI and overall user experience.
