I assume you are meaning road car, the record is currently held by the Bugatti Veyron, which it took in 2010, it averaged 268mph.

In the past, the SSC Ultimate Aero TT, Bugatti Veyron, Koenigsegg CCR, and McLaren F1 were world record holders. The Bugatti Veyron Super Sport has a top speed of 267.81 mph, and has 1200 horsepower.
