The best tool is an edge grinder. These come in many different types, from industrial and commercial edgers for larger jobs to hand tools suitable for home or smaller job use. There are also many types of disks that do the actual grinding. These can be diamond disks or metal.

use a 4 1/2" or an 8 or 9" angle grinder with a masonary grinding disc. there are new discs out that are called diamond cutting wheels that work better if you are willing to spend the money and they are much faster as well. use safety glasses also.

When I grind concrete I prefer my trusty Blastrac. It's portable, which is awesome and it's light weight and it's got a bad ass shot-blasting system that get the concrete ready for ultimate grid-age.
