Check out the dollar stores for decorations, they can often be used in scrapbooking. Buy shrink plastic and use rubber stamps to make your own embellishments. This repurposes your stamps! Don't forget to create your own embellishments with paper punches out of scrapbook paper, it'll match your paper. Metal charms for beading are also great embellishments.

You can use clippings from magazines and card stock to cut out decorative frames for pictures. You can also buy felt or foam sheets with a sticker back and cut them into the shapes you want for unique embellishments. You can also take some personalized ribbon and paste it above an important event or someones picture.
