Jigsaw and Saw Pig Killer would make a great basis for costumes. You can use a mask of one character with black clothes. Would be really nice!

The most common is to dress up like Billy the clown. Have a crazy black haired wig. Where a black formal jacket with dress white shirt and black pants. Draw red targets on each of your cheeks. Practice laughing like the clown. Another is to make the reverse bear trap out of cardboard and wear on your head.

Well saw is a movie about violence, gore, torture and fear so really you can make just about any costume and it will go with the movie. I would suggest, a guy in a wheelchair, a victim with some limbs removed, maybe just a guy that is bleeding. Anything involving blood would be fine
