Small scale industries utilize modern production and methods, but are not local cottage industries. Best case they utilize local product for finished item, employ a goodly number of local work force. They are key in developing areas, and are the foundation of much of the industrial development in China and India.

These are industries that produce consumer goods. The goods that are produced are sold to people and companies that are not from a local area. They are important because they employee a lot of people in a specific area. You would mostly see this type of industry in countries such as China and India.
