Law enforcement in your area can assist you. If a vehicle is parked on your property without permission and/or has been abandoned, you can have it removed. There are many scenarios that could result in the towing of a vehicle, so your best bet is to contact the police or sheriff for guidance.

Well if something has been parked on your property, you can call the police station and ask them to tow the car for you.

If you are having your own car towed by a towing company then there are no regulations. If, however, you may have their car towed if there vehicle is "trespassing" on your property. In this case, per state ordinance, there should be a sign letting the driver no that there are parking restrictions.

Towing regulations in Virginia are in place mostly to protect the consumer from predatory towing. Virginia has a maximum towing fee and allows local governments to set their own regulations.
