I would do is dig out the bald spots. Put new soil and seed down covering with a little more dirt. If you have problems with birds cover with day. Give it a good soaking daily. Should take about 2 weeks, when you see the grass starting take off the hay and let the sun do the rest.

Try to determine whether the spots are getting enough light for the variety of grass you're using. Seeding with another variety of grass may be preferable. If there's any chance the soil is exhausted, try chopping in a little peat moss and/or well cured mulch before seeding.

You should first determine what is causing the bald spots. Do you have dogs? Bugs? Chemical spill? I usually dig up the bald spot, place fresh soil then seed.

You should not see bald spots on your lawn. The lawn could have grub worm infestation or could be bald because of lack of water.
