Should I be concerned about a dry itchy and raised tattoo?

The first question is have you kept enough moisture on the tattoo while it's healing? If not, add a hypoallergenic moisturizer and see if that helps. If you have, you might be allergic -- many people are allergic to green and red inks especially. You might want to see a doctor or take some antihistamines.

All new tattoos are somewhat like this. The artist probably gave you some advice about what to put on it; some suggest petroleum jelly, some bacitracin, some lotion. Whatever they suggested, you should put it on your new tat as often as you think about it. Don't scrath or rub.

Itching and swelling is normal for the first 24 hours after you receive your tattoo. Make sure to keep it clean and do not allow it to become irritated. If symptoms persist, see your tattooist or doctor, since it could be an infection or allergy.

No, that is the natural progression of a tattoo once it's completed. It's normal, and not a cause for concern.
