Best to let a vet cut, clamp, or stitch it. Depends on age of kitten. Sometimes they heal and fall off if very young kitten.

Best way to help would be take it to the vet they can give them some kind of treatment but if its serious might have to put it down.

This condition is normally caused from an over the animal pulling too hard on the umbilical cord and probably isn't any serious problem. When the kitten is old enough to be neautered, you could have the vet repair the weakened wall muscle at the same time, but this isn't normally necessary.

Talk to your vet to get the answers you need. The vet would know what to do for the kitty.
