Seeing as most cash registers work like computer or are run off computers I don't see why one can't be programmed to play audio as keys are hit. I'm guessing there are computers for blind people so I will say yes to talking cash registers!
Yes, these are available. They tell you the price of items through voice. They're already in use in some places. There are many other technologies to assist blind people.
