Certainly. "Karat" refers to the percent purity of the gold, much as "proof" refers to alcohol content. 24K gold is 100% gold. One "karat" is 1/24th pure gold. Proportionally, then, 9K gold would be 9/24th pure gold. So 9K gold is 9 parts pure gold and 15 parts something else (usually another metal).

Yes, there is 9K gold. Gold purity is measured out of 24K. 9K is relatively of low purity according to the most pure 24K gold.
