No, but with a little bit of work you can find most of these rosters online. You can even find sites that have rosters for entire major divisions. That said, rosters for smaller schools are going to be difficult to find in many instances. However, your best bet at finding the information you need is to look online.

Yes there is sports illustrated publishes NCAA football rosters in their magazines. There isn't any seperate book however on it unless you go to the NCAA league they will send you a magazine that they publish or basically a list of the rosters. There are also videos made on the NCAA rosters.
