Laminate flooring is not very good for a basement, unless the basement is and always remains dry. Should the basement become humid, or should the basement leak, the moister will ruin the laminate flooring.

Laminate floor is a terrible idea for a basement floor. It will likely swell up due to high moisture content, and eventually buckle. If you must have laminate, have a professional check the moisture levels in your slab. Your best bet is a vinyl plank flooring, same look no buckling.

Using laminate flooring in a basement would depend on how much moisture your basement gets. If there is a high level of moisture present the laminate flooring could warp. Another consideration is the temperature. If it is an unheated basement and it gets too cold the flooring could warp or buckle in spots.

Some manufacturers have added a moisture resistance layer added to the laminate plank. This will help in deterring moisture from bubbling the flooring. Always check for moisture in your basement before installation. Keeping a source of heat on in the basement or running a dehumidifier is very helpful.

You can have laminate or carpet for a basement floor. You could even just paint the concrete. It really depends how high the risk of flooding is, and if you use it as a rec room where you would want to keep your feet warm.
