Is it safe to have two heaters on one breaker?

Check the current rating on the heaters. If the combined current exceeds the current load of the breaker, chances are you'll trip the circuit breaker before any problems occur. But, that's assuming there are no problems with the circuit breaker. It would be best to use two separate circuits for the heaters.

It depends on what kind of heaters they are. If they are stand-up plug-in heaters, they should be ok, but you should connect them to a surge protector.

Do the math: add the wattages of the two heaters, divide by 120 (household voltage), if it's greater than the breaker rating: don't do it.

It does depend on the power rating of the breaker, a ring main will output up to 32A and a spur will output 16A, a ring main will cope fine with two heaters, a spur may trip. As to wether it is safe, yes because all that will happen if they draw too much current is the breaker will trip.

Find the amperage of your heaters and the rating of your circuit breaker. Add the two figures to see if you will exceed the capacity of the circuit breaker.
