Is it okay to send "Happy Birthday" emails?

Sometimes I don't remember until the day of the birthday.

Of course! Only the most unhappy of individuals dislike an acknowledgment of their beginning of existence. If you catch them that day, don't bother apologizing, just send it! If you're a day late, send them a happy "late" birthday. They'll still be thrilled and feel appreciated.

It is perfectly acceptable to send an email greeting to a friend, family member or co-worker on his or her birthday. In most cases, the person whose birthday it is will simply be happy that you remembered his or her birthday.

I have done that myself and have had no complaints. However, an e-card is a better way to go if you do not have the time or you forget someone's birthday. Better still, a phone call is always a welcome substitute for a birthday card, and you get to chat for a while.

It really depends on the person and your relationship with that person. If it's just an acquantance, some you don't really know very well, then an email might be acceptable
