Yes, it is legal to drive without a windshield in Washington state. Though, it is illegal to drive without windshield wipers. So if you are driving without a windshield, make sure you still have your wipers.

There is no law that says that someone has to have a windshield because many people have off the road vehicle that does not have one. It is there mainly for your protection.

It is illegal to drive in any state with no windshield due to safety concerns. You cannot drive without a windshield in Washington state for any length of time without getting a ticket.

My research tells me that TECHNICALLY it is legal, only because this is gray area because definitions of driving hazards make a law unnecessary. IE, a law dealing with this is not required. Any car on the road has to have the equipment with which it was sold to perform to inspectable standards, so in short, no.

No it isn't legal to drive without a windshield. You could get pulled over by the cops. But you should ask a lawyer first if you can or not. The lawyer would know best if you can or not. But I think it is not legal and I wouldn't try it.
