Whenever you lay tile, whether it is a press and stick type or a ceramic tile (with grout), you always need to be sure that the surface you are putting it on is solid and firm (no movement in the floor). If the linoleum is cracked or has chunks missing, you should pull it up completely.

This is something that a professional would definitely not do. Tile needs to be set on a completely even and solid foundation. This means pulling up a the linoleum and floating a layer of thinset over the floor to level it out. Once that has dried then you can install your tile and not have to worry about it later.

It is generally not a good idea to cover linoleum with tile; the linoleum is continuous and flexible, so when it expands and contracts, with heat or cold, it will loosen from the tile, which is usually stiffer. In addition, when it expands it may cause some tiles to detectably lift.
