Yes, this is appropriate, it is also very nice and thoughtful, the individual receiving the card should be happy that a card was sent to them. It is a very nice gesture.

It is more than appropriate. It shows that you care. Most people send a card with the present if they are not able to attend the wedding. Not many people send a congratulations card because of that but it would be appropriate.

Yes, this is a very thoughtful gesture. This is an espically good idea if you were unable to attend the wedding in person.
