Is it a federal law that salaried employees must punch a time card?

I believer everyone under this federal law, salaried and hourly, must punch in a time card in order to get paid properly. Payroll needs to have records of hours worked in order for the necessary state, city and federal taxes, as well as other taxes, to be removed from earnings.

The employer determines what kind of time-keeping system shall be in place for which employees. This would be a business operations consideration, which the federal government would not determine.
