Yes they are, I've had them in my yard for years. Many People have them for patio lighting and even incorporated with fountains. They've withstood rainy days and storms.

Some of them are, some of them are not. If you want to be sure before purchasing one maybe it is better to search online, possibly on the productor's website. Searching on google i could find many "waterproof solar lite" for a reasonable price. Spending 10-15$ for such a product is definitely something good.
