It was supposed to take place in a fictitious city called "Metropolis" in "Evergreen State", but it was actually filmed in Vancouver, Canada. There are a few giveaways of the location in the beginning of the movie.

Washington's state nickname is "The Evergreen State" so perhaps it's supposed to take place in Washington, though this is never confirmed on the show.
