Just bring it up one day. Ask him if he would ever like to get married and then go from there. Ask if he would ever like to have kids and other details about his future. It doesn't hurt to talk about these things. He will propose when he is ready.

Rent a movie that has a wedding proposal in it and start a conversation to see how he feels about marriage before you let him know you are ready.

Ask him what he thinks of a friend of yours being married. If he wishes to marry you he can turn the conversation from there to the two of you.

A year is actually not very long and any marriage-related talk is likely to give him a scare. That said, use opportunities like parents' wedding anniversaries or even weddings you might happen to see on TV to drop some very small hints. This is a way of finding out what he generally thinks of marriage without asking directly.
