You have to be 15 years old to get a learners permit, and may get one if you are from out of county, and have proper documents to allow it.

You can get a learner's permit once you're 15. If you are 16 or 17, you must have a learner's permit for one year with no traffic violations before you can get a license. You don't have to be from the US to get a Florida license. You will have to bring paperwork though, check their website for thorough information.
