All the leaders of the communist USSR (1917 - 1991) were members of the Communist Party. None came from the KGB, although Stalin was actively involved in its running. Since the dissolution of the USSR, the Russian Federation has had three presidents, only Putin has a background in the KGB.

Yuri Andropov, leader of USSR in Nov 1982, was head of the KGB in 1967. Putin, who has been both president and is current prime minister of USSR, was in the KGB from 1975 to 1990. Your answer was disingenuous or incorrect.  add a comment

Lavrentiy Beria was head of the NKVD, de facto "Marshal of the Soviet Union" under Stalin, and for several months following Stalin's death Beria was part of three-person leadership.
