Cuticle is the end part of the skin or 'epidermis'in scientific jargon. It is skin and therefore the cells of the cuticle die and is shed, before it begins to regrow. The regrowth or 'regeneration', scientifically begins before the cuticle is shed and the process of shedding is helped by the growth of new cells which replace the old cells.
