Rational Choice Theory has humans considering benefits and costs. The cost/benefit relationship becomes the predictor of the likelihood of crimes occurring. Of course, this leaves out morals, ethics, and motivations.

Rational choice theory is a utilitarian theory that states that potential risks of crime should be greater than the benefits. So laws that provide punishment should reduce crime.
