First, come up with your basic story. You must then be able to figure out what dialog needs to be said and who will say it, and it helps to have the dialog flow naturally. Then you must include actions for the actors to do and include those as non-verbal commands.

You want to start with a very basic plot line. Then you can start fleshing it out by either developing the plot or the characters further. Good luck!
