There is no way to not look like a dork unless you wear them with pants. If you wear them with pants no one can see your dorky socks. Buy flip flops for shorts.

The best way to wear tube socks is pulled tight, all the way up the leg, just below the knee. For women, try patterned socks in bright colors, particularly alternating white and color stripes. Red, orange, and green are popular choices. For men, choose white socks pulled up under baggy shorts.
