You will need to connect the jet motor to the power source. Then there should be a convienent and water proof on/off switch. If that doesn't work you have a problem with the motor. A mechanic or a pool/spa repair service will be able to replace or replair the motor for you.
Decide where you want to put it and make sure there is a 115 volt to 230 volt plug in and basically fill your spa with water plug it in , and allow it to heat up. Its not complicated at all.
