Your first step should concern your safety and that of your horse. After that accustom him to your voice and touch. Once he is comfortable with you, you can then introduce other objects such as halter and blanket pads that you will eventually use. Gaining his trust is most important.

If you have no clue what you're doing, send him to a trainer. If you neglect to teach your horse things in the training process you will find out later and it could be dangerous. Horse training is a dangerous thing because the horse is inexperienced and scares easily.

"Breaking" a horse and "training" a horse are not the same thing. If you are inexperienced you should hire a trainer.

Use lots of ground work such as haltering and grooming. Also, having patients is what it will take to break your horse in.
