a nice cheap easy and effective way to remove eye liner, is baby oil on a q-tip and brand will do. not a lot, just enough to moisten the cotton. also effective on fixing a line, and removing smudges around the eye, without removing the portion you would like to keep. careful not to poke your eye.

To remove waterproof eyeliner use eyeliner remover. That is a liquid, which come in small bottles and are sold in normal drug stores. There you can also find eyermover pads. These pads already contain the remover fluid and are good for travel use.

You can buy products specially made for this but I just use baby oil on a cotton ball. Apply gently with a wiping motion across the eye. Then wash your face like normal. All of the eyeliner should be gone. If not quite all gone do the same proceedure again.
