Use paint remover as required, and then sand to get a smooth surface. If there are many old paint layers use a burner to scrape the old paint off. Then sand to get a smooth surface.

There are about three ways to remove paint. 1-use paint remover. 2-heat gun. 3-sand it off. 1-paint remover takes the longest. 2- the heat gun should only be used outside. 3-sanding also should be done outside to avoid a mess in the house.

Basically there are three ways to remove paint. One way is to physically remove it through scarping and sanding. Another is to strip it using sandblasting if you have access to the equipment. A third way is to chemically strip it.

Basically, the answers are: chemically, thermally and / or mechanically. There are a few steps involved, and depending on the job, all methods will be useful. First you need to try and scratch off hard paint. Soften the rest by heat or by special solvent. Repeat scratching (use special tool or bits of broken glass) or a steel brush.
