This is impossible. Javascript is one of the programming languages used to create websites. It's usually hard to open a new tab or new window while running javascript, but it is done by clicking 'file' -> new window. When visiting general websites, you can open a new tab by key combination Ctrl-T, a new window by Ctrl-N.

Javascript isn't something you can "open a new browser window in." It is a commonly used scripting language used on the Internet. Most browsers can read javascript. You can choose to "enable or disable javascript" in most modern browsers' security settings. If you disable javascript, the page might render incorrectly.
