A great way to let a shy man know you're interested in him is to flirt subtlely. You don't want to come on too strong because this could scare the guy. The first step would be to start a casual conversation with him, and do some light flirting. From there, you can see if the guy is somewhat interested.

Smile at him when you pass him. After a few days, say things like "hello" or "how are you? ". Eventually, work yourself up to introducing yourself. After that point, you can ask if he'd like to go to a local coffee shop, or something similar. It will take some time.
