Using a small LCD under a kitchen cabinet is easily mounted with a "ceiling" LCD mount that will anchor to the bottom shelf of the cabinet, further reinforcement may be necessary to support the weight of the TV and mount. Alternatively a small wall mount can be used as well.

First be sure that the cabinet is string and find a good mounting place for your bracket. Next you will mount the bracket to the bottom of the cabinet. Finally you will mount the tv to the bracket and your done.

Normally, the wires going to the TV are attached to the underneath of the cabinet and coming into the back of the television. Often they are plugged in behind the counter below.
