Typically one must work their way up the ladder by working in a design house as an assistant, junior designer, or sewer/seamstress. Otherwise you can try to sell your designs.

Learn to sew, especially with fabrics typical in sportswear. Participate in enough sports to understand the special strains on clothing used in sports. Then, if possible, you should attend a design school to learn specific techniques and acquire excellence. Last, you should assemble a portfolio and submit it to designers.
