In the United States, a senator or congressperson has to propose a bill. Then it has to go through whichever committee is in charge of whatever the bill is about. Then it has to pass with a majority in both houses and be signed by the president. If it's vetoed, the veto can be overturned by a 2/3 majority.

A bill must first pass committee and subcommittee reviews and then be voted on in the house of congress and the senate. If it receives enough votes in the house and senate it is then sent to the white house. Once the president signs it it is passed into law.
