Usually systemic (oral /injectable) antibiotics have poor penetration in abcesses, so it is a lot better to drain the fluid and then treat with local or systemic antibiotics after drainage.

The problem with an abscess is that the area typically has inadequate blood flow and therefore there is no way to get antibiotics inside of it. The best treatment is draining the abscess and then using topical antibiotics to cure any existing infection. In many cases topical antibiotics will be coupled with oral antibiotics to cover all the bases.

Just antibiotics would reach your blood and large parts of the body very well, but an abscess doesn't have a good blood perfusion. So in order to take out the infection, opening it and draining the puss is the best. Afterwards antibiotics can help recovery
