You can create a master control panel by running the command "mmc", and then adding snap-ins to the empty console (on the Console menu, click Add/Remove Snap-in).

There is no way to create a "Master Control Panel." There control panel is already complete with all the standard features. Now if you mean is there a way to add it so it is more readily accessible it can be placed on the desktop via the normal CP menu.

First open a new folder icon in the desktop. Then right click the on the new folder and give rename. Then type the following letters 'Master Control.{ED7BA470-8E54-465E-825C-99712043E01C}' after that click ok. Now the new folder icon is converted into master control icon. Finally, we can replace this icon in C drive.

First create one folder in desktop and rename it as 'Master Control.{ed7ba470-8e54-465e-825c-99712043e01c}'. Then that folder icon automatically changed. Then open it, which having all short cut inside it. If you like move it to C drive and make short cut it where you want.
