3-dimensional or silhouette? Draft a to-scale-plan/tracing of the shape you want. Select appropriate-lumber, cut-and/or-wood-glue pieces to size. Depending on details & your-skills, Carve with anything from a chainsaw to hand-tools.

Make sure you start with the right tools make sure they are good and sharp get a pattern you think you can do and sit down be patien and carve.
