Begin by thinking about the plot and conflicts in the play. The best way to structure such a play is to use the first act to introduce all the characters & the main conflict. In the second act, explore the conflict further. In the third, all conflicts should be resolved.

It depends on what your play is about. If you're writing a three-act play on the Roaring Twenties, the first act can be about the soldiers returning from World War I, the second act about the flapper lifestyle and the third act could be about prohibition of alcohol.

Typically writers structure a three-act play in a triangle configuration: introduction, climax, conclusion. Depending on what effect you want, you can put the climax earlier or later.
