You must apply for a protective order through the police, stating specifics for your concerns. The other party (parties) will be notified and must acknowledge the order for it to become effective. Depending on the matter and what you're asking for, court appearance may be required by all parties involved in the request.

You simply have to apply for an order at the courthouse and if the judge sees reasonable cause to issue the restraining order then they will. Even though they may be a minor certain legal restraints can be put on them with reasonable cause that there is an order needed.

Restraining orders vary depending on jurisdiction. In some, restraining orders can only be obtained in domestic disputes. You need to consult your police and DEMAND action if they don't respond.

You must prove each person is affecting you in an adverse way with proof. You cannot make a blanket case of restraining certain genders or ages. You must also prove each person has or could affect you such as a previous police report on a person. It is a valuable tool but not meant to be a total protection.
