Good advertisement like Google Adwords will help, but you'll also need content that will attract users. Think about the user wants, and give it to him - that way he'll come back and will tell all his friend, who will tell their friends, and so on. Word of mouth is better than any advertising.

Advertising will get you visitors, but a better approach is to make some content or some service that people love. When you achieve that, then other people talk about your site and send you free word-of-mouth traffic. Paying for traffic is generally not very sustainable.

Google Adwords will get your site exposed to the people, but it won't do you any good if you don't have the content to keep people coming back. If people are interested in your content, it'll be much easier to get those million hits.

Yes it will work as long as you spent money. Try Other things like SEO, BLOG, Forum, RSS feeds, SiteMap creation, URLText for Yahoo(upto now White Hat), Link Building, Link Exchange, Forum Posts, Article Submissions(Black Hat tricks).
