First he would not get a Harley, they are very big and heavy.You would want to start small for him. Kawasaki or honda are good models and they have a long life so, as long as no accidents, he should have it for a while. Also make sure he wears a helmet.

Basically for a beginners bike you need on that cheap, the right size, and not too powerful. A good dirt-bike should be easy to learn on.
