To shrink the file and picture sixe, just use Windows Paint to open the file and then shrink the size of the photo down until it is under 2MB. If you want to save it the same size with a smaller file, increase the compression when saving as a JPG.

The simplest way to do this is to open the original photo in paint. Once you have the photo opened you can decrease the size of the image, which will also decrease the space required for it. Another very viable option is to try saving the image in a different format. JPEG, for example is often smaller than BMP.

With help of photoshop or other software increase the resolution of the photo will help in increase the size of the photo and by decreasing the resolution size will decrease,

Use photoshop and go to save-->web and devices, then adjust the image quality until the file size is 2 megabytes, then click save. You may only be able to achieve accuracy within ~10%.

If the photo is larger than 2 mb and you want to reduce the size to 2 mb, you will need to use the "resize" feature on your photo editing software and adjust the size of the photo until it hits 2 mb.
